Almost all employees and experts of the Academy of Public-Private Partnership are actively engaged in scientific activities: conduct research, teach in higher education institutions, supervise the preparation of dissertations for PhD by their applicants, publish scientific and popular science articles and monographs, participate in analytical research commissioned by public authorities. EBRD PPP Regulatory Guidelines Collection – Volume 1
The publication aims to address the needs of governments and authorities in certain EBRD economies that shared their feedback and priorities with the EBRD regarding their desire and even the necessity of assembling examples of internationally accepted standards and best practices in the area of public-private partnership as far as its regulatory and institutional frameworks are concerned.

EBRD - UNECE “Standard on Private-Public Partnerships/Concession Model law” (2017 - 2022)
The purpose of the “Standard on Private-Public Partnerships/Concession Model law” is to establish the Standard for Public-Private Partnerships for the Sustainable Development Goals (PPPs for the SDGs) and the contracts that give effect to them, including the rules and procedures governing their selection, preparation, appraisal, procurement and implementation, the contractual principles and institutional arrangements applicable to them, and assist in the orderly and coordinated delivery of PPPs.
The Model Law was prepared during over five years by the following team: Christopher Clement-Davies, Bruno de Cazalet, Chris Shugart, Don Wallace, Prof. Iryna Zapatrina, W.A. Timmermans, Vladimir Kilinkarov, Alexei Zverev, Alexander Dolgov and other PPP experts. Many others took part in editing this document, in particular, the WAPPP President Ziad Alexandre Hayek, Prof. Steven Van Garsse, Prof. Raymond Saner, Sedef Yavuz Noyan.

EBRD Project “Ukraine: Development of Modern Concessions Legal and Policy Framework” (2016 – 2017)
The Project envisaged an analysis of the current legislative environment in Ukraine in the field of public-private partnership and the preparation of a new draft Law of Ukraine “On Concessions” and introduction of amendments to other laws of Ukraine related to PPP .
The Project was financed by the EBRD at the request of the Ministry of Economic Development and Trade of Ukraine. A team of international consultants led by Hogan Lovells International LLP was selected to implement the Project.
PPP Academy was a member of team of experts and provided legal services within the framework of the Project (including preparing substantive comments and recommendations on the main provisions of the draft law).
The Law of Ukraine "On Concession", including amendments to the Law of Ukraine "On Public-Private Partnership" and other laws of Ukraine was approved by the Verkhovna Rada of Ukraine in October 2019.
Other projects in field of the development of legal regulation
The founder of the Academy Prof. I. Zatatrina has participated in the preparation of the Model Law on Public-Private Partnership for CIS countries on behalf of the EBRD, preparation of amendments to the legislation of Ukraine on PPP issues on request of the EBRD, performance of Assessment of Public-Private Partnerships in the Context of Public Investment Management in Ukraine within the framework of the World Bank project, in the preparation of the Model Law on Public-Private Partnership within the working group established by the UNECE and the EBRD.
The team of the World Bank of Ukraine in the framework of the project "Strengthening the use of public-private partnerships (PPP) for better management of public investment" consisting of Ms. Nataliya Biletska (Senior Public Sector Specialist), Mr. Ian Hawkesworth (Senior Governance Specialist), Mr. David Duarte (Senior Public-Private Partnership Specialist), Mr. Bruno de Cazalet (Senior PPP Consultant), Mr. Grant Hauber (Senior PPP Consultant), Ms. Irina Zapatrina (Senior Consultant), Ms. Elena Timusheva (PPP Consultant) assisted to the Ministry of Development of Economy, Trade and Agriculture of Ukraine in the preparation of regulations for the implementation of the Law of Ukraine "On Concession" approved in 2019 and the new version of the Law of Ukraine "On Public-Private Partnership", namely:
