On October 20, 2021, the Cabinet of Ministers of Ukraine has approved a draft law on amendments to the Budget Code of Ukraine regarding the settlement of budget relations during the implementation of PPP / concession agreements. This draft law introduces long-term obligations under implementation of PPP / concession and establishes the procedure of their granting. If the draft law is approved by Verkhovna Rada of Ukraine, state partners / grantor will have the opportunity to take on financial obligations on PPP / concession projects for the whole term of the relevant agreements. This will allow the application of state support mechanisms for the implementation of PPPs / concessions in almost all forms provided for by the relevant legislation.
This draft law was developed by the Ministry of Economic Development with the assistance of World Bank experts Ms. Nataliya Biletska (Senior Public Sector Specialist), Mr. Ian Hawkesworth (Senior Governance Specialist), Mr. David Duarte (Senior Public-Private Partnership Specialist), Ms. Irina Zapatrina (Senior Consultant), Ms. Elena Timusheva (PPP Consultant) in the framework of the project "Strengthening the use of public-private partnerships (PPP) for better management of public investment"
