Ukraine has a developed legal environment in the field of public-private partnership that meets the best international standards. PPP projects can be initiated not only by public authorities, but also by state and municipal enterprises, the National Academy of Sciences and branch academies of sciences, as well as potential private partners. Procedures for reviewing and evaluating public-private partnership proposals are clear, understandable and non-discriminatory. The selection of a private partner for the implementation of a PPP project, which is supported by the public authorities, takes place on a competitive basis in any case. At the same time, the initiator of the PPP proposal - a private partner has certain preferences for participation in the tender: it can enter into a PPP (concession) agreement on the terms of the best tender proposal or receive reimbursement of its costs for the preparation of the tender proposal from the tender winner. PPP Academy participates in the preparation of public-private partnership projects in cooperation with our company PPP Consulting

Project “Energy Bridge: Ukraine-European Union” (2018 – 2019)

The goal of the Project is to create the conditions for the integration of Ukraine’s united power system into the European grid ENTSO-E by providing electricity exports from the Khmelnitsky NPP unit 2 to the EU countries and, on this basis, creating a mechanism for financial support for the development of generating capacities of nuclear power. Estimated cost of the PPP project: EUR 260 million

The project is proposed for implementation on PPP terms as an unsolisited proposal. The initiator of the Project is the Consortium consisting of: Polenergia International S.a r.l.; EDF Trading Limited; Westinghouse Electric Sweden AB.

The Academy of PPP, under the agreement with the Consortium, has developed an organizational and legal model for implementing the project in accordance with Ukrainian legislation, and prepared a legal analysis for the Proposal on PPP implementation of the Project for submission to the Ministry of Energy and Coal Industry of Ukraine.

The current status of the Project:  in August 2019, based on the results of the competition for the selection of a private partner for the implementation of the Project on the terms of public-private partnership, the winner of the competition was selected - a legal entity, which includes the initiators of the Project.

 

PPP proposal on the project "Construction of an innovative medical center for the diagnosis and treatment of oncological diseases" (unsolicited proposal)

The goal of the Project is to create a modern oncology center in Ukraine for the diagnosis of malignant neoplasms and the use of modern innovative methods for the treatment of cancer patients, which in the future will be part of the National Cancer Institute - the main scientific, coordination and organizational and methodological center of anti-cancer fight in Ukraine.

Project "Creating conditions for the elimination of the consequences of forest fires in Luhansk region" (2021)

The aim of the Project is to create conditions for the elimination of the consequences of forest fires that occurred in Luhansk region in 2020, by financing measures to clean the affected forests from burning wood by processing it into lumber and pellets. The estimated cost of the PPP project in prices as of June 20, 2021, including VAT, is UAH 111 million. The term of the PPP agreement should not exceed 9 years.

The Project is proposed for implementation as PPP and is relevant in the context of Ukraine's implementation of the Paris Agreement on Climate Change. The measures he envisages are aimed at strengthening the global response to the threat of climate change and poverty eradication. Its implementation will increase the resilience of the Luhansk region to climate change and create conditions for low-carbon development. The project will help align the financial flows aimed at the development of PPP areas with the direction of low-carbon and climate-resilient development.

The consultants of the Academy developed a proposal for the implementation of PPP for the implementation of the Project.

Project “University campus in a smart and sustainable city "Vilne" (2019 – 2020)

The project envisages the construction of a modern university campus within the village of Belogorodka, Kyiv region, tolocate there Tavriya National University named after Vernadsky (hereinafter - TNU), moved to Ukraine from the occupied Crimea, which will allow to restore the activities of this university to the extent that existed before the annexation of Crimea, but at a new quality level. The university campus will be the basis for the creation of a new smart and sustainable city Vilne, within the construction and operation of which will be developed new modern approaches to creating comfortable cities for people to live.

The project is proposed for implementation on PPP terms as an unsolisited proposal. The initiator of the Project is - LLC Bilgrad. The Academy together with LLC PPP Consulting has prepared a Proposal on implementation of a public-private partnership (feasibility study) for the Project.

The current status: the project is included to the compendium of the 500 best UNECE People First PPP projects and UNECE Compendium of Practices to Finance Sustainable Smart City Projects. It is under consideration by the Ministry of Education and Science of Ukraine.

The project is also included  to the  UNECE Compendium of Practices on Innovative Financing https://unece.org/isu/documents/2021/10/informal-documents/compendium-practices-innovative-financing.

Project “Introduction of the system for fixation of violations in the field of road safety in the automatic mode in the city of Kyiv ” (2017)

The goal of the Project implementation is to increase road safety as a component of public safety in Ukraine by introducing a system for fixation of violations in the field of road safety in an automatic mode in Kyiv in order to carry out an operational and preventive response to road traffic violations by road traffic regulations on the site or in the control zone. Estimated cost of the PPP project: $ 23.5 million

The project is proposed for implementation on PPP terms as an unsolisited proposal. The initiator of the Project is  LLC Safe Roads of Ukraine.  The Academy has prepared a Proposal on implementation of a public-private partnership (feasibility study and concept note) for the Project.

The current status: the project is included in the compendium of the 500 best UNECE People First PPP projects. Kyiv City Council has approved the decision to implement the PPP on the Project. Preparation of a tender for the selection of a private partner for the implementation of the Project has started

Project “Reconstruction of the existing and creation of a new cargo terminal at Boryspil International Airport (2018-2019)

The goal of the project is to meet the needs of the Ukrainian and world freight and mail services market through Boryspil Airport by substantially increasing traffic through this airport and ensuring the quality of cargo handling services in accordance with the best international standards in this area. Estimated cost of the PPP project: $ 21 million

The project is proposed for implementation on PPP terms as an unsolisited proposal. The initiator of the Project is  LLC SILK VE CARGO YA. The Academy has prepared a Proposal on implementation of a public-private partnership (feasibility study and concept note) for the Project.

The current status: based on the results of consideration of the Proposal on PPP implementation, the Ministry of Infrastructure has approved the decision on PPP implementation. The competition for selecting a private partner continues.

 

 

Project “Fuel and refueling complex at Boryspil International Airport” (2018 -2019)

The goal of the project is to modernize the centralized system of refueling aircrafts at Boryspil International Airport, which will provide services that meet the standards of efficiency and quality for fueling at modern international airports. Estimated cost of the PPP project: $ 24.9 million

The project is proposed for implementation on PPP terms as an unsolisited proposal. The initiator of the Project is LLC Baltic Area Service YA  . The Academy together with LLC PPP Consulting has prepared a Proposal on implementation of a public-private partnership (feasibility study and concept note) for the Project.

The current status: the conclusion on expediency of implemenytation of public-private partnership is approved.

 

 

Project “Introduction of multi-level car parking system in Kyiv” (2018)

The goal of the proposed project is to create in Kyiv multi-level car parking systemto address the problem of lack of parking slots for vehicles on designated specially equipped sites for parking in the central and other parts of the city that will reduce the load on street and road network. The estimated cost of the PPP project: $ 17 million

The project is proposed for implementation on PPP terms as an unsolisited proposal. The initiator of the Project is LLC SEKYURITI Management System. The Academy together with LLC PPP Consulting has prepared a Proposal on implementation of a public-private partnership (feasibility study and concept note) for the Project.

The current status: the project is ander the consideration of kyiv City State Administration.

 

 

Project “Modernization of port infrastructure of Kherson and Skadovsk sea ports and increase of their efficiency” (2017)

The goal of the proposed project was to increase the efficiency of the Kherson and Skadovsk seaports activities by modernizing the existing ones and creating new port infrastructure objects, as well as increasing the volume of their cargo handling in the medium to long term. Estimated cost of the PPP project: $ 34 million

The project is proposed for implementation on PPP terms as an unsolisited proposal. The initiator of the Project is LLC “Group of Companies”Sodruzhestvo” . The Academy together with LLC JurEnergoConsulting has prepared a Proposal on implementation of a public-private partnership (feasibility study and concept note) for the Project.

The project was not supported by the Ministry of Infrastructure due to the fact that the Ministry has started preparing a concession project for the modernization project of the Kherson seaport
